Thanks for posting your 1st attempt... The main issue is not putting out your margin guide lines and aligning your text to that. We should see equal margins in from the edge that are equal on all 4 sides. Also, make the USA smaller and align it with the 44 using guides and playing with the font size and the kerning or stretch in the character palette of the type tool.
